 LEGISLATURE OF THE PROVINCE OF THE EASTERN CAPE OPEN DAY QUESTION PAPER

Note:

1.Questions are collated from all questions and petitions submitted by the public for the Open Day.

2.A list of all institutions, communities and individuals who submitted questions appear at the end of the Question Paper.

3.Questions and Petitions not specifically dealt with in the Question Paper will be submitted to the Public Participation Unit for 
attention and reply to the petitioners.

QUESTIONS FOR ORAL REPLY

1.The people of the Province of the Eastern Cape to ask the Premier:

What is being done to ensure the implementation of job creation, youth development and poverty alleviation programmes in the province?

2.The people of the Province of the Eastern Cape to ask the MEC responsible for Provincial Safety, Liaison and Transport:

(1) Whether any steps are being taken with a view to facilitating and improving co-operation between Community Policing Forums and 
communities by (a) ensuring the correct training of CPF members and (b) educating the public on the functions of CPFs by conducting 
workshops?

(2) What is being done to address the high levels of crime perpetrated against farmers, farmworkers, small shop owners and traders in 
isolated rural areas in the province?

(3)What controls are in place to ensure the effective functioning of police stations in the province with a view to preventing negligence 
and corruption in respect of the handling of community incidents reports?

(4) Whether any action is being taken to address the high incidence of taxi violence in the province?

3.The people of the Province of the Eastern Cape to ask the MEC responsible for Health:

(1)What is being done to address the shortage of doctors, nursing staff, administrative clerks, ambulances and medication at clinics and 
hospitals in the province?

(2)How does his Department intend addressing the need for security at hospitals in the province to prevent the theft of hospital assets?

(3)What is his Department's current policy on expenditure in respect of HIV/Aids- related issues in the province?

(4) What plans are in effect to house and educate the thousands of Aids orphans in the province during the next five years?

4.The people of the Province of the Eastern Cape to ask the MEC responsible for Welfare:

(1) What is being done to alleviate the financial difficulties experienced by children's homes and old-age homes in the province?

(2) What does her Department intend doing to address (a) the delays in

processing of maintenance and old-age grants in the province, (b) the incorrect removal of beneficiaries from her Department's database and 
(c) the problems experienced by persons in gaining access to the last payments of deceased beneficiaries for burial costs?

(3) What is the current status of support grants for foster children in the province?

(4) Whether any steps are being taken to implement programmes in rural areas with a view to educating persons about HIV/Aids, family 
planning, drug abuse and access to poverty alleviation projects?

5.The people of the Province of the Eastern Cape to ask the MEC responsible for Education:

(1) What is being done to address the shortage of teachers, administrative staff, office equipment, textbooks and Outcomes-Based Education 
support materials at schools in the province?

(2) Whether any steps are being taken to (a) erect schools in rural areas and (b) renovate dilapidated school buildings in the province?

(3) How does his Department intend combating the absenteeism of teachers at schools in the province, improving teacher morale, improving 
the management skills of principals and ensuring the effective service of Education Development Officers (EDOs) in rural areas?

6.The people of the Province of the Eastern Cape to ask the MEC responsible for Public Works:

(1) What is being done to address the poor condition of roads in rural areas which (a) limit the access of rural communities nearby towns, 
(b) discourage possible investment in rural areas, (c) impact negatively on tourism potential and (d) compound poverty problems?

(2) Whether any steps are being taken with a view to repairing potholes and fencing on provincial roads, erecting street lighting in towns 
and repairing sidewalks and stormwater drainage systems to the benefit of the people of the province?>

(3) How does his Department intend improving sanitation and water supply to rural areas in the province?

7.The people of the Province of the Eastern Cape to ask the MEC responsible for Finance, Economic Affairs, Environment and Tourism:

(1) What steps are being taken to assist rural people in gaining access to business skills training?

(2) Whether any steps are being taken to (a) market areas of agricultural productivity and (b) develop the tourism industry in the 
province?

(3) What role is played by Non-Governmental Organisations (NGOs) in the economic development of rural areas in the province?

8.The people of the Province of the Eastern Cape to ask the MEC responsible for Sport, Recreation, Arts and Culture:

(1) What is being done to address the shortage of sporting and recreational facilities in rural areas?

(2) Whether any funding is available to assist Community Radio Stations in providing their service to the public?

(3) What programmes are in place to promote local artists and musicians?

9.The people of the Province of the Eastern Cape to ask the MEC responsible for Agriculture:

(1) Whether it is possible for his Department to organise workshops concerning sheep and wool production, cattle farming, chicken farming 
and maize, potato and vegetable production to utilise the agricultural potential of persons residing in rural areas in the province?

(2) What is being done to address the shortage of agricultural and irrigation schemes in the province?

(3) What steps are being taken to ensure timeous responses to land applications in the province?

(4) What is being done to ensure the fencing of arable lands to discourage stock theft and trespassing?

10.The people of the Province of the Eastern Cape to ask the MEC responsible for Housing, Local Government and Traditional Affairs:

(1) What is being done to educate the public concerning the division of powers and functions between the various levels of local government 
in the form of transitional local councils, district councils and municipalities?

(2) What (a) duties are assigned to and (b) roles are carried out by ward councillors in the province?

(3) Whether any consideration has been given to deploying departmental officials throughout the province to explain the importance of 
paying service charges to community members?

(4) What is being done to address (a) housing backlogs in the province and (b) the additional costs involved in the purchasing of building 
materials for housing projects in rural areas?
